120 Medical Emergency Command and Dispatch System
120 Medical Emergency Command and Dispatch System
1. Requirement analysis
The 120 Emergency Medical Rescue Command Center is the central nervous system of the local medical emergency system and the only medical emergency dispatch institution that provides pre hospital emergency services to the local area. It centrally accepts 120 emergency calls from the local area, and based on the information provided by the caller, uses GIS electronic maps, GPS satellite positioning, and vehicle mounted systems as reference, quickly formulates emergency plans through computer-aided decision-making systems, designates dispatching units and hospitals, uses network technology and computer wide area communication networks to timely issue dispatching orders to the corresponding dispatching units, notifies relevant emergency stations and hospitals to prepare for the treatment of patients, and provides an efficient, fast, effective, and systematic 120 emergency command and dispatch system.
2. Application software for the 2120 medical emergency command and dispatch system
u 1) CTI/120 Business Server Software Features
Monitor and receive switch control signals and various statuses from the switch;
Receive control signals from the computer system to the switch system;
Send exchange information required for acceptance and recording to the computer system, such as the calling number, etc;
Receive all 120 emergency calls, monitor the busy and idle status of all receiving stations, queue up valid 120 calls, and send them to the corresponding receiving station according to the task balancing algorithm;
Implement IP phone functionality (using a computer to make phone calls);
Record the time and results of emergency call reception and allocation scheduling;
Calculate the waiting, acceptance, and departure time of dispatchers through ACD reports.
u 2) 120 Acceptance and Scheduling Subsystem
Can quickly handle and dispatch multiple emergency calls at the same time, automatically displaying 120 emergency phone numbers, household names, addresses, and other information;
Equipped with automatic display function for historical distress records: For calls that have already dialed 120, the last received dispatch record will be automatically displayed;
When the seat is idle, it can intuitively monitor the current emergency event dynamics and emergency resource dynamics (ambulance location and status);
One click completion of repeated dispatch, reinforcement, reassignment, hanging for dispatch and other operations for emergency events;
One click completion of seat departure/seating/shift handover operations;
Can simultaneously communicate with sub stations and on-board personnel;
Having expert knowledge base support and reporting of major disasters and accidents;
Real time display of the status of emergency tasks and the time nodes of various statuses (acceptance time, dispatch time, departure time, arrival time at the scene, patient boarding time, hospital delivery time, return time, etc.), and provide various statistical reports of different response times.
u 3) Data Management Subsystem
Can query, modify, and maintain basic data of the 120 command and dispatch database; It can collect various emergency data, including emergency calls, acceptance, dispatch, and vehicle dispatch, and can form daily, weekly, monthly, and annual reports. Can be exported as an EXCEL spreadsheet.
u 4) Electronic Map Application Subsystem
Display terrain, landforms, buildings, roads, and other information in various forms, enabling view control and layer control. Capable of basic map manipulation, zooming in, out, and roaming; Equipped with a vehicle monitoring module, it monitors the current location and status of GPS onboard terminals, as well as historical trajectory playback; Equipped with auxiliary modules for acceptance: call point positioning, display of emergency strength distribution, repeated prompts, click command and other functions; Equipped with an image monitoring module: directly click on the GIS interface to display real-time images of monitoring points.
u 5) Digital Recording Subsystem
Recording module: capable of recording both wired and wireless voice simultaneously, with a maximum support of 32 ports per system. Each 1GB hard drive can store 100 hours of recording data;
Recording playback module: It can play recordings on the recording station, as well as on the reception and leader stations;
Automatic voice query module: Provide automatic business services according to the automatic voice business process;
Storage space intelligent management module: intelligently manages the recording storage space, automatically switches the hard disk partition for storing recordings, and can record recording data to any shared storage resource on the network;
Recording query, backup, deletion, and management module: provides complete recording operation functions, making recording management more convenient;
Network remote recording management module: can query and play recordings on any authorized workstation online;
You can directly click on the corresponding acceptance record on the acceptance counter to play the recording related to acceptance, scheduling, and feedback.
u 6) Dispatch machine maintenance and management software
Can modify and backup the data of the scheduling queue machine; Can monitor the status of the scheduling machine.
3. Remote acceptance system for networked hospitals
u 1) Substation acceptance seat
Equipped with an audio and video soft scheduling platform, it is connected to the entire audio and video scheduling network through an IP network.
u 2) Substation IAD terminal
Realize connection with the central voice and data network.
u 3) Substation acceptance and scheduling subsystem
Accept dispatch orders from the Municipal 120 Command Center and provide feedback on vehicle dispatch records.
4. GPS Vehicle Information Subsystem
Accept dispatch tasks from the Municipal 120 Command Center and sub stations, automatically upload positioning messages, time nodes, patient status information, and nearby hospital information, hospital service hotline number, including dialing handle, installation bracket, GPS antenna, CDMA antenna, and power adapter.
