1.                      Requirement analysis

The audio and video multimedia command and dispatch system, launched to meet the needs of aviation dispatch, provides comprehensive dispatch methods including voice, image, video, data, conference style interaction, etc. to dispatchers at all levels. During the implementation of dispatch work, dispatchers at all levels can satisfy the sense of presence and interaction, such as face-to-face communication, and can timely obtain the required data, information, on-site scenes, and communication platforms, thus completing dispatch work in a relatively complete, safe, and refined manner.

2.                      Scheme description

This command and dispatch system integrates various communication methods such as SDH fiber optic transmission, satellite, IP, GSM, and E1, realizing the access of video terminals, fixed telephones, handheld walkie talkies, desktop intercom terminals, mobile phones, and communication vehicles and other voice terminals on the system. Optical fiber communication is the main communication method in the entire system, ensuring sufficient image transmission bandwidth, while wireless links serve as auxiliary transmission methods to achieve wireless terminal access to the dispatch system. It can be compatible with existing military dedicated lines (E1 lines or optical lines), telecommunications fixed line networks, mobile phone terminals, satellite phones, and wireless radio terminals, fully utilizing the multimedia characteristics of the system to meet the comprehensive needs of the military for dispatch services.

The air traffic control command and dispatch center is no longer able to meet the requirements of system command and dispatch through traditional means of audio and video communication. Our company fully utilizes the multimedia integrated audio and video command and dispatch system of Ruiguang to meet the requirements of this system. We plan and design a comprehensive information exchange method based on audio and video transmission, as well as network, text, SMS, fax, etc., to solve the problem of "visible, audible, and manageable" audio and video command and dispatch, achieve precise and efficient command and control of special aircraft work, and provide real-time, accurate, and efficient information technology support for the decision-making of leaders.

This system integrates SDH fiber optic transmission, E1 access, various 64K Z-interfaces (such as telephone interface, radio interface, satellite telephone interface, amplification microphone interface, etc.), as well as IP communication and other access methods, to achieve the transmission and exchange of audio, video, and network. And provide seamlessly connected voice recording voice mailbox servers, network management servers, and fax email sending and receiving servers. At the same time, this system provides centralized network management for the fiber optic transmission equipment connected to it, enabling configuration and status queries for remote devices.

Through the command console of the command center, various types of information are accessed, processed, and output. Existing communication methods, airport video surveillance, air traffic control data display, flight information display, real-time meteorological data, etc. are connected to the command center and displayed on the large screen TV wall. A digital audio, video, and data comprehensive command system is established to achieve integrated, modern, and intelligent command functions such as real-time transmission, monitoring, intercom, and broadcasting of audio and video data around the clock. According to the main functions of the system, it is divided into the following subsystems.

u                      2.1.1 Air traffic control data display system

The data from the air traffic control center is transmitted through optical fiber to the command and control console, connected to the screen display control unit, processed and displayed on the large screen to provide air traffic control data support for the leader's decision-making.

The intelligence data of the flight support center is connected to the control console through optical fiber, and then connected to the screen display control unit to process the required data and display it on the large screen, providing flight data support for the leader's decision-making.

The meteorological data of the Meteorological Support Center is connected to the control console through fiber optic cables, and then connected to the screen display control unit to process the required data and display it on the large screen, providing meteorological data support for the decision-making of the leader.

2.2                       2.2 Comprehensive Business Communication Command and Dispatch Command System

The audio and video command and dispatch system is the core part of the command center, and various business and communication functions are implemented through this system. Through the IDM MSTP G3CP equipment with independent intellectual property rights of Ruiguang Company, various information transmission functions, various information access functions, and various subsystem business processing functions are realized. It is a multimedia integrated communication platform that integrates program-controlled scheduling telephone, audio and video command and scheduling functions.

IDM MSTP G3CP is a dual system switching device based on PBX and IPPBX. For important locations that require high real-time image and sound performance and ensure the reliability of communication lines, an E1 based PBX system is chosen for audio and video exchange. For some places with independent IP channels, IPPBX is used for audio and video soft switching.

For other multi service shared IP channels, precise and corresponding restriction planning is made between multiple services to ensure the real-time performance of audio and video, providing strong support for the scheduling and command of the command center.

u                      2.2.1 Telephone access system

It can integrate telephones such as magnets, common power, and programmable control.

Connect the magnetic telephone, common telephone, programmable telephone, etc. in the wiring room to the newly added PCM equipment in the room, and connect them to the command and control platform through the optical interface of the PCM equipment. Configure magnetic telephone modules, common telephone modules, programmable telephone modules, etc. on the command and control platform. These functional modules are reused on the PDH panel and connected to the PCM equipment in the wiring room through the optical interface of the PDH panel. These functional modules correspond to existing external dedicated lines, and can also add multiple magnetic, common, and programmable telephone interfaces through the command and dispatch platform.

The command and dispatch platform can set a one key direct function for all calls, which can be pre-set with hotline buttons for direct one key dialing, or can be called by clicking on a member icon on the console touch screen. Through the command and dispatch platform software, telephone users can have two types of icons on the console touch screen: traditional telephone user icons and IP telephone user icons. By clicking on these icons, the console and any telephone user can be directly connected with one click. If the telephone user has installed a command and dispatch terminal, visual intercom with the user can be achieved by clicking on the IP telephone user icon.

One click through has point-to-point communication and can also be grouped for one click through. On the command and dispatch platform, the main combat units are grouped, and several end users are grouped together. When clicking on the group icon, the console can achieve one click through for all users in this group.

u                      2.2.3 Video Surveillance, Video Intercom, Video Conference, and Telephone Conference Management System

Interconnect with audio and video terminals to achieve functions such as video surveillance, video intercom, and video conferencing.

Video surveillance subsystem: Conduct high fidelity audio monitoring and IP high-definition video monitoring of important locations. The command center can access the video surveillance images of the scene from the video terminal. Cameras and other camera equipment can be linked to nearby telephone terminals. For some multi-channel telephone systems that share a single video, they have a pre-set camera position locking function. Users who take off the phone first or have high priority can use the camera first, and the monitoring image of the camera will be sent back to the command center and automatically popped up on the large screen. Some video surveillance devices are bound with amplification devices that support amplification and shouting.

Audio and video intercom subsystem: refers to customers equipped with two-way audio and video terminals, which can achieve two-way video intercom. Multi party audio and video conferencing can also be achieved. When the video phone of the audio and video system communicates with a regular telephone, it can only be used as a regular audio telephone service.

Video conferencing subsystem: used for multi-party conference video interaction intercom, video synthesis, and document transmission during the conference. The dispatch console has the function of a video conferencing terminal. The video conference server has the function of conference management, as well as functions such as meeting recording, retrieval, and playback. This system can have multiple video conference rooms and hold multiple video conferences simultaneously.

Telephone conference management system: The integrated access platform can arbitrarily group and meet the connected telephones to achieve voice conference functions.

u                      2.2.4 IDM-60N multi radio wired wireless conversion direct intercom system

It can be connected to various radio stations, such as ultra short wave radio stations, wireless intercoms, etc. The command and control platform is equipped with wired and wireless intercom modules. This module has multiple wireless interfaces, such as ultra short wave radios, wireless intercoms, and other systems. It can seamlessly connect with traditional analog cluster communication, and each desktop intercom terminal can simultaneously control two different frequency radios.

This module can be configured with multiple EM2/4 interfaces and can simultaneously access multiple wireless radio stations. It can connect air communication radio stations and ground communication radio stations through control interfaces to achieve interconnection between different radio stations. This module has multiple FXO interfaces and microphone docking on the console. Communication between the command and control center and wireless radios can be achieved through the radio control keyboard. At the same time, wired and wireless intercom modules can be connected to PSTN and GSM networks, enabling communication between fixed and mobile phones and wireless radio stations, as well as direct intercom between fixed or mobile phones and analog clusters.

u                      2.2.5 IP emergency broadcast amplification system

The amplification broadcasting system is used for broadcasting and receiving sound signals.

The command and control platform is equipped with an IPPBX module to enable the amplification and broadcasting of various support units both internally and externally. The EM2/4 or high fidelity interface of the command and control platform is interconnected with the microphone, and the IP interface of the command and control platform is interconnected with the amplification system terminal equipment.

The amplification broadcasting system can also be achieved through IP phones and amplification speakers. After receiving the broadcast message, the terminal automatically opens the amplification channel to start broadcasting. When encountering emergencies, the corresponding emergency plan voice files can be played directly to automatically guide the handling of emergencies.

The amplification broadcasting system can be integrated with the existing alarm system in the camp to achieve alarm linkage.

u                      2.2.6 Telephone Recording and Retrieval System

This system can retrieve recordings of designated phone calls through a comprehensive access platform;

Recording is divided into trigger based recording and set based automatic recording.

The audio and video of important links can be fully recorded; All voice calls such as conference calls, dispatch calls, and hotline calls with various dispatch stations should be recorded; Other temporarily defined lines during designated time periods should be recorded with voice.

Voice mailbox allows users to leave messages based on system prompts; It can also be recorded and left as a message by the dispatch console, or converted from text to speech. Voice messages can be answered by phone or sent to the user's email.

The retrieval method for recording files can be based on factors such as calling, called, start time, end time, duration, etc.
