1. Requirement analysis
By integrating existing resources, utilizing advanced technologies such as electronic technology, IP communication technology, wireless technology, navigation and positioning, and combining with the characteristics of the fire industry, we aim to build an intelligent fire collaborative emergency command solution that integrates voice, data, and video.
This plan takes the audio and video comprehensive dispatch and command platform as the core, with GIS, video image acquisition, and audio and video integration as auxiliary means. It integrates functions such as alarm reception, response, decision-making assistance, resource management, command, and dispatch, achieving diversified alarm methods, networked command systems, accurate rescue locations, rapid command issuance, scientific command and dispatch, linked auxiliary functions, real-time dynamic information, and information-based fire command. It effectively responds to various fire accidents, minimizes losses caused by disasters, and ensures the safety of people's lives and property.
2. Characteristics of Scheme 2
1) Real time rapid positioning: When a fire occurs, auxiliary equipment such as GPS global satellite positioning system and GIS geographic information system can automatically and quickly identify the accident location, real-time grasp the location and dynamics of the target, and assist dispatch personnel in making dispatch decisions;
2) Real time feedback of on-site information: When firefighters arrive at the accident site, they can use the image acquisition system to transmit real-time on-site video information to the command center through video single soldier terminals, vehicle terminals, or wireless terminals such as 3G mobile phones, so that the command personnel can understand the on-site situation in real time and provide intuitive and accurate decision-making basis.
3) Real time audio/video communication: This collaborative emergency command and dispatch platform realizes integrated communication of voice, data, video, etc. Dispatchers can hold emergency audio/video conferences in the first time through a graphical dispatch platform, quickly handle emergencies in the shortest possible time, and can also perform one click call, group call, single call, forced insertion, forced disassembly and other operations for rapid dispatch and command, achieving real-time communication between the command center and on-site rescue personnel, and minimizing accident losses to the greatest extent possible.
4) Centralized storage: Digitally record all calls and save all image acquisition information to ensure that the dispatch and command process is traceable.
5) Historical record query: It can automatically and accurately record the alarm time, location, alarm procedures, and alarm results, provide driving routes, replay driving trajectories, and the entire process of alarm and fire extinguishing, ensuring that there is evidence to check and no false alarms or omissions.
6) Collaborative alarm: In order to prevent possible fire accidents, the fire collaborative dispatch command system is integrated with the data monitoring and acquisition system (such as smoke and fog sensing equipment, video monitoring system). When abnormal information is sensed or monitored, the system automatically sends the content, location, and other alarm information of the abnormal information to the command center or duty personnel. The fire center can inform each fire brigade in a timely manner through monitoring equipment, and quickly respond to accidents and disasters.
