The digital prison is not only a security system and OA office system gradually adopting new technologies, but also a command and dispatch monitoring system and auxiliary decision-making system that integrates multiple information sources. Our system divides the complex prison management work into five centers:
Command center: mainly responsible for the daily work and office of prison guards and staff inside the prison;
Monitoring center: mainly responsible for monitoring and managing the activity areas of prisoners;
Alarm Center: Supervise various violations and important events, and automatically generate alarm signals;
Emergency Center: Store various emergency plan processing procedures, automatic processing, and related drill learning, etc;
Reeducation through labor center: records personal information of prisoners, as well as legal aid, psychological counseling, including labor reform and educational reform;
System features
Our system is a hardware based command and monitoring system, with no expansion interfaces left for later software development. Has the following characteristics:
1. Adopting full fiber cabling, with high bandwidth, strong confidentiality, and strong scalability, the main part adopts carrier grade ring network protection, dual network protection, dual system protection and other solutions. The use of channel networking and IP routing multiple communication technologies effectively ensures the robustness of the system.
2. Integrate existing audio communication intercom, video surveillance, etc. into the new multimedia digital prison system. On the monitoring console, audio and video surveillance of the detention center and prison area can be achieved; Can achieve visual intercom with offices, outposts, etc; It can achieve multimedia terminal communication (voice, image, text) for mobile sentries and management cadres; It can achieve GPS positioning and audio and video intercom for outdoor vehicles.
3. Multi console work, when busy, multiple consoles work together according to management permissions, and when workload is low, the work of multiple consoles can be merged into one workstation.
4. There are various types of access terminals, such as telephone, standard definition/high-definition monitoring, video intercom terminals, border alarm terminals, access control, biometric systems, positioning systems, cluster intercoms, vehicle mounted terminals, mobile multimedia terminals, prison one card, etc.
5. The audio and video recording system is a key focus in digital prisons, but it is also difficult. There are many information points that need to be recorded, stored for a long time, retrieved multiple times, and various types of data that need to be processed, such as personnel files and travel records. We use multiple servers to refine classification, while simultaneously recording important content on dual servers.
6. Realize interoperability with wireless cluster systems, desktop wired intercom terminals can simultaneously access two clusters;
7. The characteristic of the boundary alarm and access control system is alarm linkage processing. When an alarm occurs, the alarm location is first locked on the electronic map. Secondly, the video and audio monitoring information of the location is output to the relevant control console. The corresponding access control information is reset, and the corresponding emergency plan is manually activated. At the same time, all audio, video, control operation status, and personnel location information related to the alarm are recorded in a high priority event.
8. Expand the implementation of location management for reeducation through labor personnel, and verify their ID numbers at any time through their biological information (such as face shape and fingerprints). Based on the ID number, personnel can be located, and relevant information can be automatically determined according to the assigned activity range and time period in the database. Real time alarms can be issued for violations of regulations; Also, retrieve the current video information sources that can be covered based on the ID number at any time. The ID number can also be searched for related checks with the prisoner management card. 11. The emergency response system stores various emergency plans in advance. When the management personnel press the corresponding plan button, the system will start various broadcasts/multicast in sequence, first sending text and display, then audio broadcasts, and finally prioritizing telephone calls.
